After a $100 million restoration, Rick Caruso's center returned with about 70% of its shops and restaurants trading on day one and the rest coming this fall — and Caruso put millions into Sunset Boulevard itself: new trees and streetlights, repaired roadway, fresh crosswalks. Caruso says foot traffic and sales are running about three times pre-fire levels. Free parking through September 30. Every store and restaurant now has its own card.

Labor Day weekend — no lane closures: Caltrans keeps PCH and Topanga Canyon Blvd closure-free through 11:59 p.m. Monday, Sept 7. From Tuesday, Sept 8 the fire-recovery work resumes on PCH between Temescal Canyon Rd and Carbon Beach Terrace: single-lane closures weekdays 9 a.m.–3 p.m. (creek cleanup and slope/drainage repairs with right-turn-lane closures between Las Flores Canyon and Sunset, and a southbound lane reduction between Pena Rd and Tuna Canyon for retaining-wall work). Speed limits stay 35 mph Temescal→Sunset and 25 mph Sunset→Carbon Beach Terrace. On Topanga Canyon Blvd, one-lane traffic control between Entrada Dr and PCH 10 p.m.–6 a.m. Tuesday through Friday nights for guardrail and manhole work (15 mph work zone). In town: landslide-investigation drilling on the Tramonto and Castellammare slides above PCH runs through about the end of October; Pali High school-run traffic on Temescal Canyon weekday mornings and afternoons; the Farmers Market runs Wednesdays 1:30–5:30 p.m. on Swarthmore; Palisades Village parking is free through September 30 (ride-share pickup at Sunset & Monument); utility trenching continues at rebuild sites (newest excavation permits: 601 Swarthmore Ave, and El Bosque Ct at Palisades Dr in the Highlands). Permits, expedited approvals, and the steps from burned lot to rebuilt home — the city has issued 42 certificates of occupancy for fire rebuilds: nine in August, the busiest month yet, and September's first on the 3rd.
