LA County reports that the government Phase 2 cleanup finished in September 2025. EPA reports assessing 13,612 residential and 305 commercial properties in Phase 1, with hazardous materials removed from 9,201 properties. Cal OES' January 2026 review records 9,664 parcels cleared in Phase 2. These are LA-fire totals, not a count of Palisades rebuilt homes. If your lot still has issues, use the contacts below.

Army Corps Phase 2 & Cleanup Progress Map

Phase 2, managed by the U.S. Army Corps of Engineers, removed visible debris — chimneys, hazardous trees, ash, and foundations (if specified on the ROE). A public map tracks parcel-by-parcel cleanup status.

Right-of-Entry (ROE) Program

Submitting a Right-of-Entry form let the Army Corps clear your lot at no out-of-pocket cost. Owners who opted out arranged private cleanup at their own expense — which still must meet county standards and documentation rules.

Private cleanup? If you cleared your lot privately, it must meet LA County standards (soil testing, hauling to approved sites, documentation) before you can rebuild — confirm requirements with the County before assuming your lot is "clear."
